The file name must be cased:  userContent.css
The file must be located in the Chrome folder.

Your @import SomeSite.css example contains a SomeSite.css with no selector for the style rule to be applied to.

I run a version of Linux, so filename case does matter, whereas Windows users can be sloppy and call it UserContent.css, usercontent.css, whatever.  So you need to edit your article for all instances of wrong-case references to userContent.css.</description>
